Take Note!

Hot: The bodies in the population have high inclinations and eccentricities.

• Implies large relative velocities between objects.

Cold: The bodies in the population have low inclinations and eccentricities.

• Implies small relative velocities between objects.

This has nothing to do with the rate at which chemistry happens!!!!!!
