This file contains the data needed to compute TAI-UTC which
is given on P84 (Table 3-1) of the 3rd edition of the 
Explanatory Supplement.  From 1961 Jan 1 to 1972 Jan 1
the three numbers are used to form the value as:

    TAI-UTC = 32.184 + C1 + (MJD - N1) * C2

where C1 is the first number after the date, N1 is the 2nd
and C2 is the third.

Starting with leap seconds on 1972 Jan 1 the value is

    TAI-UTC = 32.184 + V1

where V1 is the number of leap seconds given following the date
