Welcome to the 2013 Next-Generation Suborbital Researchers Conference (NSRC), the premier conference for researchers and educators interested in commercial suborbital reusable vehicles. This year, the conference will be held at the Omni Interlocken Resort in Broomfield, Colorado, just outside Boulder. Among other things, NSRC-2013 will provide in-depth NASA, FAA, and flight provider briefings and extensive networking opportunities for researchers and educators wishing to use next-gen suborbital.

Garver: NASA May Fund Manned Suborbital Research.

Doug Messier at Parabolic Arc (6/3) wrote on the first day of the Next-generation Suborbital Researchers Conference 2013, focusing on the video address by NASA Deputy Administrator Lori Garver. Garver “said NASA is not excluding the possibility that the Flight Opportunities program would fund human researchers on suborbital fights” but did not “precisely” say the safety standards that would be used, according to Messier. Garver did announce forthcoming joint solicitation by NASA’s Science and Space Technology Directorates for suborbital payloads. Meanwhile, the article noted that XCOR Chief Operating Officer Andrew Nelson was concerned crew spacecraft have been added to a draft of the US Munitions List even as satellites have been taken of it. Nelson “urged audience members to oppose this move during the on-going public comments period.”

        Alexandra Witze at the Nature News (6/4) blog writes that commercial suborbital flights are still not here despite expectations at the last conference in 2010, part of which was due to money. While NASA “has provided much of the seed money to get commercial spaceflight going,” Garver noted it has only been able to deliver $10 million of the promised $15 million per year because of Congress’ “belt-tightening.” Witze also notes how NASA adds “extra competition” for the market with its own balloon, sounding rockets, and airplane flights providing alternatives. Garver said, “We’re doing what we said we would do, for the most part. ... We all wish things were coming around even faster.” Witze adds the industry “always on the verge of breaking through to reality.”
